Many countries have signed a new treaty banning cluster munitions; but other producers of these dangerous weapons, including the U.S., have yet to sign.

But many producers of these dangerous weapons haven't signed on to the ban. Meanwhile, Laos is still cleaning up its cluster munitions and the country still suffers civilian casualties from the bombs, nearly 40 years after the United States dropped them there.
